Authorize the Director of the Department of Public Works to certify completion of the Sunburst Avenue Class I Bike Path Reconstruction Project, from State Route 62 north to Oleander Drive in the Joshua Tree area. 2. Adopt Resolution No. 2022-66 authorizing submittal of a claim to the San Bernardino County Transportation Authority for $161,006 in Transportation Development Act Article 3 funds for the Sunburst Avenue Class I Bike Path Reconstruction Project, from State Route 62 north to Oleander Drive in the Joshua Tree area. Operate in a Fiscally-Responsible and Business-Like Manner. Pursue County Goals and Objectives by Working with Other Agencies and Stakeholders. FINANCIAL IMPACT Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total cost to reconstruct the Class I bike path on Sunburst Avenue, from State Route 62 north to Oleander Drive, in the Joshua Tree area (Project), is $420,026. On October 4, 2017, the San Bernardino County Transportation Authority (SBCTA) approved Transportation Development Act (TDA) Article 3 funding, in the amount of $161,006, for the Project. The remaining Project cost ($259,020) is funded with Senate Bill 1 (SB1) Road Maintenance and Rehabilitation Account (RMRA) funds. Sufficient appropriation and revenue are included in the Department of Public Works (Department) 2021-22 Road Operations budget (6650002000 20H14975). BACKGROUND INFORMATION The Project was awarded partial funding from SBCTA on October 4, 2017, as a result of funding availability and the Project’s grant application score relative to the other applications submitted in the 2017 TDA Article 3 call for projects. On January 9, 2018 (Item No. 24), the Board of Supervisors (Board) authorized acceptance of SBCTA TDA Article 3 grant funds. In order to move forward with the Project, the Department agreed to increase the Project’s local match with SB1 revenues. On October 19, 2017 (Item No. 40), the Board approved the revised 2017-18 SB1 RMRA project list, which included the increased local match. Resolution Authorizing Submittal of a Claim and Request for Reimbursement of Transportation Development Act Article 3 Grant Award Funds for Sunburst Avenue Class I Bike Path Reconstruction, Joshua Tree Area April 26, 2022 Item 54 Page 2 of 3 Construction of the Project began in August 2021 and was completed in January 2022. The Project is part of a larger bike path/lane project that included the widening of Sunburst Avenue and installation of Class I bike lanes: (1) on the east side of Sunburst Avenue from Oleander Drive north to Calles Los Amigos; and (2) on the west side of Sunburst Avenue from State Route 62 north to Calles Los Amigos. The Project is now complete and the Department requests approval to submit the claim and request for reimbursement for TDA Article 3 funds. The Project ensures development of a well-planned, balanced and sustainable County by providing pedestrians and bicyclists with dedicated bike lanes. By submitting the claim form and request for reimbursement, this item allows the County to meet its goals and objectives by working cooperatively with the other agencies and to operate in a fiscally-responsible and business-like manner.
