1. PROJECT DESCRIPTION
The Grove Avenue Trail Connection will be a 1.1 mile Class I Bikeway and Pedestrian multi-use
trail that provides environmental, economic, health and social benefits to a disadvantaged
community of over 10,000 residents within a 1 mile radius of the project area. The trail connects
bus stops along routes 61 and 86 from Holt Boulevard to 4th Street. The project is separated into
four (4) sections connecting Holt Boulevard, Well Site No. 40 and James Galanis Park, to D Street,
D Street, Veteran’s Park, to G Street, connecting to the Class III Bike Lane along G Street, G Street,
Grove Memorial Park to I Street, and I Street, John Galvin Park to 4th Street. The trail runs along
the West Cucamonga Creek Channel through city park land connecting residential, commercial
businesses, the local elementary and middle schools, Veterans of Foreign War Outreach, and
community churches.
The section proposed for this application includes the trail connection from D Street through G
Street that will enhance existing trail along Veterans Memorial Park to be compliant with Caltrans
Class I Bikeway design classification. The goal is to provide an accessible, safe route for users to
connect with public transportation, commercial and recreational amenities within the area. The
project includes the Class I Bikeway and Pedestrian trail, California native, drought tolerant plants
and trees, and mid-block crossings with flashing warning lights. The concept and purpose of this
trail connection is to encourage bike riding as an alternative means of transportation, promote
healthy recreational activities to include walking and jogging, and safe non-motorized connection to
major public transportation routes within the city limits.

4. PROJECT QUESTIONS
a. Safety and Other Concerns
The proposed trail, in conjunction with the 2010 Ontario Plan and the Catalyst Plan
improvements highlights the City’s goal to provide linkages to broader walking and bicycling
circuits between the established and new areas within the city to decrease car trips and increase
Ontario’s walkability factor exponentially, while improving environmental conditions.
Because the community has been engaged in project planning process, they have a greater
investment in the protection of the shared resources that serve them. That shared community
investment results in a decrease of incidents of vandalism and deterioration because the
community members are motivated to protect the resources that directly serve them. The
increased sense of cultural belonging within the City as a result of these greening projects also
means that citizens are more likely to ask the City for help or report suspicious activities within
an area they value. Additionally, 80% of the trail is 12-feet wide, which accommodates Police
Department vehicles, should they need to access the trail in the event of an emergency.
Veteran’s Memorial Park already has neighborhood watch signage, PD patrol, and security
cameras, which cover 50% of the trail within that park.
The Grove Avenue Trail Connection will significantly improve the quality of life for the 10,000
residents living in the neighborhoods surrounding the trail by providing them with an enhanced
outdoor space to enjoy the outdoors, exercise, and have a safe, secure and accessible
walking/biking option of transportation to attend local community events. Currently, the only
connection to the multiple parks, transportation depots and shops is Grove Ave and the

adjoining sidewalks. This proposed project will have a significant impact on the community and
will demonstrate the City’s desire to continue to improve living conditions in this area.
The proposed trail project will have the following benefits:
• Increase biking/walking trail to major transportation stops on Holt Blvd and Fourth Street.
• Develop metered walking path that links up to multiple parks, trails and their exercise and
play areas to improve community health.
• Beautify the neighborhood by adding natural beauty elements for residents to enjoy while
developing a broader appreciation for nature/an increased understanding of conservation
practices.
• Increase Police Department patrols and plan future lighting and security measures to help
insure a well-maintained and safe park space.
b. Description of the Connectivity of the Project to the Local and Regional Active
Transportation Network
The City of Ontario has collaborated with the Planning and Engineering Departments to ensure
that the Grove Avenue Trail Connection is a complimentary effort to the non-motorized, active
transportation goals in the City.
This trial is connected to a bus stop on Holt Blvd that has routes that span from the Fontana
Metrolink Station, to Ontario Mills Shopping Center, the local Ontario International Airport,
San Antonio Hospital and multiple additional destinations. In addition to the public
transportation options, the trail will connect to the future Class III bike route along G Street
which is expected to be completed by the end of fall 2017. Once fully completed, this project
will span 1.1 miles and connect two main streets through the City of Ontario, Holt Blvd and
Fourth Street, that have many residents, businesses, restaurants, and entertainment locales that
will be better accessible for commuters and will provide an economic benefit to the city by
enhancing user accessibility and safety.
5. ACKNOWLEDGEMENT OF PREVIOUS TDA AWARDS AND STATUS OF
PROJECTS
The City of Ontario was previously awarded a TDA grant for the G Street Crosstown Route
Project in an amount of $267,500. The amount of local match is $32,500. The project is
currently in construction and is estimated to be completed in October or November 2017.
