Cycle 3 grants totaling $2,112,000 and a Transportation Development Act
Article 3 (TDA) grant in the amount of $264,401; consideration of an
agreement with KOA Corporation in the amount of $278,939.26 for
engineering and design services for the project; consideration of
a Cooperative Agreement with the County of San Bernardino
(County) delineating City and County responsibilities for the East Valley
Corridor Bike Route Interconnect Project; and determination that these
actions are not subject to environmental review under section 15061(b)(3)
of the State's guidelines implementing the California Environmental
Quality Act (Municipal Utilities and Engineering Director Toor)
MOTION(S):
I move City Council determine that acceptance of two ATP Cycle 3 grants and a
TDA grant; approval of the agreement with KOA Corporation to perform
engineering and design services; and approval of a Cooperative Agreement with
the County are exempt from environmental review pursuant to section
15061(b)(3) of the guidelines implementing the California Environmental Quality
Act;

State of California Department of Transportation and a TDA grant in the amount of
$264,401 from the San Bernardino County Transit Authority for the East Valley
Corridor Bike Interconnect Route;

I move City Council approve an agreement with KOA Corporation in the amount
of $278,939.26 for engineering and design services for the project; and
3.
I move City Council approve a Cooperative Agreement with the County of San
Bernardino delineating City and County responsibilities related to this project.

RECOMMENDATION:
Staff recommends acceptance of two Active Transportation Program Cycle 3 grants
totaling $2,112,000 and a TDA grant in the amount of $264,401; approval of an
agreement with KOA Corporation in the amount of $278,939.26 for engineering and
design services; approval of a Cooperative Agreement with the County of San
Bernardino delineating City and County responsibilities; and that determination that
these actions for the project are not subject to environmental review under section
15061(b)(3) of the guidelines implementing the California Environmental Quality Act;
DISCUSSION:
In early 2016, staff began work on a series of interrelated grants to fund construction of
bicycle routes that are part of the City of Redlands Bicycle Master Plan adopted by City
Council. The grants received will fund a segment of these bicycle routes, allowing for
a project that will provide improved connectivity to the planned Santa Ana River Trail
(SART), the City of Highland, Trails in the East Valley Corridor Specific Plan, and the
planned western end of the Orange Blossom Trail. This project will close a number of
gaps in the existing cycling infrastructure, provide improved bike circulation for users
between downtown, Highland, the Citrus Plaza/Mountain Grove shopping centers, and
SART and improve cycling safety in the western portion of Redlands. A project map of
the proposed project location and connected bicycle routes, is included as Attachment
A.
In consultation with the County of San Bernardino, a total of three grant applications
were submitted as follows:
1. ATP Cycle 3 Original - $2,063,000
2. ATP Cycle 3 Augmentation - $49,000
3. TDA Article 3 - $264,401
All three applications were selected for funding bringing the grant award total to
$2,376,401 with a local agency match requirement of $265,000 for a total project cost of
$2,641,401. The specific cost shares for the project are shown in more detail in the
funding plan included as Attachment B.
Consistent with the City of Redlands Policy Manual, Section 2.2.3 Post Award Grant
Administration, City staff is seeking City Council acceptance of the grant funds. The
local match associated with this grant is included within the FY2018-19 Adopted
Budget in the Local Transportation Fund (209). The Municipal Utilities and Engineering
Department staff will be responsible for the grant administration of this project, ensuring
compliance with City of Redlands policies and grant requirements.
Subsequent to award of the grants, staff negotiated a cooperative agreement with the
County of San Bernardino which delineates the roles, responsibilities, and contributions
of both the City and the County with regard to these bike routes and management of
grant requirements. The Cooperative Agreement is presented for consideration and is
included as Attachment C. The City of San Bernardino was originally included in the
agreement with a cost share of $38,000 in revenue anticipated for work to be
performed within their city limits. However, the proposed trail alignment was adjusted
outside City of San Bernardino limits to avoid encroachment onto environmentally
protected land where the estimated cost to mitigate environmental encroachment far
exceeded the proposed financial contribution from City of San Bernardino.
Staff also prepared a Request for Proposal seeking qualified firms to provide
engineering and design services in support of the project. Of the two proposals
received, KOA Corporation was ranked highest by the selection committee and staff
entered into negotiations to finalize scope and cost per the City's purchasing
guidelines. The resulting professional services agreement is included as Attachment D
for consideration. Once the environmental and design phases of the project are
complete, staff will solicit bids for project construction and return to Council for further
authorization and CEQA review of the project.
Acceptance of the grant funds, approval of an agreement with KOA Corporation to
perform required engineering and design services, and approval of the Cooperative
Agreement with the County are not subject to further environmental review under
section 15061(b)(3) of the state’s guidelines implementing the California Environmental
Quality Act because these activities will not result in a direct or reasonably foreseeable
indirect physical change in the environment. Prior to project construction, the
necessary project specific environmental studies and reports will be completed.
ALTERNATIVES:
Council may elect to not accept one or more of the grants, decline the professional
services agreement with KOA Corporation or decline the agreement with the County.
However, these actions would delay the completion of the City's Bicycle Master Plan
and maintain a gap with the City of Highland's bicycle trail and the County's Santa Ana
River Trail.

Discussion:
Project is included in the FY2018-19 Adopted Budget as follows: $265,000 Local
Transportation (Fund 209), $264,401 Transportation Development Act (Fund 241) and
$2,112,000 General Capital Improvement (Fund 240). However, the additional
revenue of $38,000 from City of San Bernardino will not be anticipated due to
re-aligning the trail to avoid environmentally sensitive areas, which would have far
exceeded the contribution from City of San Bernardino.
The Local Transportation (Fund 209) portion represents the City's match obligation.
This amount was previously intended to be offset partially with contributions from the
City and County of San Bernardino, with the remaining match portion being funded by
the cash balance in Fund 209. As a result of the City of San Bernardino's withdrawal
of $38,000 in matching funds, an additional $38,000 is required to be set aside from
the cash balance in Fund 209. There are sufficient funds to cover this additional
amount.
