Art3_Rialto_FY17_BikePed_CedarXing_3_ExtRqst2_211209 Pty of RialtoCalifornia December 9, 2021 via Email and LISPS Mail Ginger Koblasz, Senior Planner 08-SBD-0-RIA San Bernardino County Transportation Authority SR2SL-5205(018) 1170 W. 31 Street, 2"d Floor San Bernardino, CA 92410-1715 SUBJECT: REQUEST FOR EXTENSION FOR THE FY2017/2018 CEDAR AVE RAILROAD CROSSING PED IMPROVEMENTS Dear Ms. Koblasz: We are submitting this request for a deadline extension to complete the San Bernardino County Transportation Authority (SBCTA) Board of Directors approved Transportation Development Act (TDA) Article 3 grant funded project, the Cedar Avenue Railroad Crossing Ped Improvements, Allocation number L18-0702-0747-00 due to the following reasons: • During the construction of the Metrolink railroad crossing, the SCRRA Right-of-Entry permit was revoked causing great delays. Since the City's contractor could not work on the railroad crossing and concerns of elevation conflicts in the original design, the City's contractor pulled off the job completely. • The City engaged HDR Inc. as a consultant to prepare new design plans for the completion of the remaining work in compliance with SCRRA standards and access requirements. This new design has now been reviewed and accepted by SCRRA. • The contract with the City's construction management consultant, Willdan Engineering was close to ending when the Right-of-Entry permit was revoked so the City renewed their contract and included survey elevations points from the design which is a major factor in the re-instatement of the Right- of-Entry permit. • Also, since the Right of Entry permit was revoked in the summer of 2020, all field personnel must repeat a Mandatory Railroad Safety Training class since the certificates expire at the end of each year. This specialized training can only be scheduled through Metrolink. • Finally, COVID19 restrictions have also delayed the project. The City is continuing to keep the project moving forward and hopes that a one (1) year extension to December 31, 2022 will be granted by the SBCTA Board.
