Project Need& Project Description
Purpose This project description outlines Mountain Transit's proposal for Transit Stop Access
Improvements through the Transportation Development Act(TDA)Article 3
program. Our initiative aims to enhance rider safety, improve accessibility, and
provide real-time transit information, directly addressing critical needs within our
service area, particularly in the City of Big Bear Lake. This proposal focuses on two
key improvements:the installation of a new,safer bus shelter at a high-ridership
location and the pilot deployment of solar-powered real-time digital information
signs.
Project Need and Purpose:Safer Access at Moonridge Road
Need:The existing bus stop at Moonridge Rd&Brownie Ln-Walgreens Pharmacy
(Stop ID:307)presents a significant safety concern for Mountain Transit riders.A
substantial number of passengers frequently cross Moonridge Road to access
Believers Chapel within the Moonridge Triangle Market complex(42180 Moonridge
Rd, Big Bear Lake,CA 92315).This uncontrolled crossing exposes riders to
potential hazards from vehicular traffic, particularly given the varying speeds and
conditions in a rural mountain environment. The lack of a dedicated, safe waiting
area on the Triangle Market side further exacerbates this issue, leaving riders
exposed to weather elements and without clear designated boarding points.
Purpose:The primary purpose of this component is to enhance rider safety and
convenience by eliminating the need for hazardous street crossings at this high-
volume location. By installing a new, accessible bus shelter near the Moonridge
Triangle Market complex, Mountain Transit will provide a safe, covered, and clearly
defined waiting area for passengers. This improvement will directly mitigate the
safety risks associated with the current stop's configuration and improve the overall
transit experience for our community. We are actively collaborating with the City of
Big Bear Lake, who is assisting with property ownership research and potential
sidewalk connection costs, demonstrating strong local support for this vital safety
enhancement. Based on recent projects, construction of a new shelter is estimated
to cost approximately just over$75,000,with potential increases depending on
easement or right-of-way acquisition costs, permitting fees, materials, etc.
Project Need and Purpose: Real-Time Information Pilot
Need: Mountain Transit currently lacks the infrastructure to provide real-time transit
information directly at bus stops. Riders often rely on schedules which may not
always reflect immediate service changes, delays,or disruptions. This information
gap can lead to rider uncertainty, missed connections, and a less efficient transit
experience. Furthermore, the absence of real-time data limits our ability to
communicate effectively with the broader community about transit services.
Purpose:The purpose of this component is to improve rider experience and
operational transparency through the deployment of real-time digital informational
signs. By participating in a demonstration project with Caltrans, Mountain Transit will
pilot the installation of solar/battery-powered LED signage systems at key shelters
within the City of Big Bear Lake. This initiative will provide passengers with
immediate access to crucial information such as bus arrival times, service alerts,
and potential detours, significantly enhancing their ability to plan their journeys. The
use of solar-powered units is critical,as our existing shelters lack AC power,
ensuring a sustainable and scalable solution. This project will also serve as a
valuable data collection opportunity for Caltrans to assess the effectiveness of such
technology in rural settings, potentially informing future statewide deployments. The
incentivized quote procured by Caltrans for these solar-powered systems is just
under$90,000.Our strong working relationship with the City of Big Bear Lake is
expected to facilitate the necessary permitting for this innovative pilot.
