Additional background information, photos, etc. may be attached, but are not required. This project will add bike lanes on Arrowhead Dr. from Green Tree Blvd. to Nisqualli Rd. and continue on 7th Ave. from Nisqualli Rd to Bear Valley Rd., a distance of 2.1 centerline miles of street (4.2 miles of bike lanes). The project will also install missing links of sidewalk, totaling about 0.8 miles, to achieve a continuous pedestrian path on the west side of both of these streets. Standard sidewalk, access ramps at intersections, driveway pedestrian by-passes and curb and gutter will be installed to comply with ADA requirements. The project will connect to the north to a 6.3 centerline mile bike lane loop on Green Tree Blvd., 7th St. and Hesperia Rd. which is part of the Mojave Riverwalk Project, which is funded by ATP Cycle 2 and TDA Article 3 Funds through SANBAG. To the south, the project will connect to existing bike lanes on 7th Ave. in the City of Hesperia. Please refer to the exhibit, “City of Victorville Planned Bikeways” for an overview of the area and the project exhibit on an aerial photograph. Pavement will widened to accommodate 11 or 12 foot wide lanes for motor vehicles and 5 foot wide lanes bicycles. On 7th Avenue, from south of Burwood to Tokay St., 16 feet of additional pavement will be widened that is in excess of the minimum required to accommodate bike lanes. This additional amount has been identified as a non-participating item and will be funded from the City’s local funds. This project is separate from the Safe Route to School Project on 7 th Avenue and does not have overlapping improvements. The Safe Route to School Project will install curb, gutter and sidewalk on the west side of 7th Avenue, the other side of the street from the Mojave Vista Elementary School from Minnetonka St. to 208 feet south of Burwood, a length of about 0.2 miles. The City will develop the project with its local funds to be ready for construction. All the funds requested are for the construction phase. The City will obtain environmental clearance for the project. The type of environmental document anticipated is a C ategorical Exclusion / Categorical Exemption with some supporting technical studies such as an ISA. All the proposed improvements are in disturbed areas with no vegetation. All improvements will be constructed within existing right of way; therefore no r ight of way acquisition is required for this project. The City will prepare the plans, specifications and estimates. Preliminary cost estimates have been prepared for the project and are attached. (PLEASE NOTE THE QUESTIONS IN THE ATP CYCLE 3 APPLICATION FOR DESCRIPTION/EXPLANATION OF EACH CRITERION – BULLET POINTS MAY BE USED TO ANSWER THE QUESTIONS – ADDITIONAL MATERIAL MAY BE ATTACHED, BUT IS NOT REQUIRED) (0-20 POINTS) 1. Describe how your project will encourage increased bicycling and walking and generally improve the ease of travel for non-motorized users Currently, Arrowhead Dr. and 7th Ave. do not have a continuous path for pedestrians to walk along. This project will provide a continuous path for 2.1 miles along the west side of these streets. Currently, there are no bike lanes on these streets either. This project will provide continuous bike lanes on both sides of the streets. 2. Describe how the project creates or improves walking and/or bicycling routes and connectivity to destinations, and how it removes barriers to walking and/or bicycling. This project will improve bicycling routes by connecting to a planned network of bikeways as shown on the “Planned Bikeways” exhibit. As described above, the bike lanes will connect to the north to the Mojave Riverwalk Green Tree Blvd. / 7th St. / Hesperia Rd. the 6.3 mile bike lane loop, and to the south to existing bike lanes on 7th Ave. in Hesperia. The middle of the project will connect to bike lanes on Nisqualli rd. that are budgeted for installation in Fiscal Year 16/17. Walking routes will be improved by the continuous sidewalk and connection to many residential neighborhoods on the east and west sides of the project. A traffic signal at Nisqualli Rd has protected crossings for pedestrians. Destinations include a neighborhood shopping center at Green Tree Blvd., the Mojave Vista Elementary School and a major shopping center at Bear Valley Rd. Currently, there are barriers to bicycling because there are no striped bike lanes and certain segments of the roads have inadequate width to accommodate both motor vehicles and bicycles. Barriers to walking will be removed by installing missing links of sidewalk on the west side. Currently, the two streets have sidewalk on only 59% of the west side and 49% of the east side. 3. Describe how the project reduces the number and/or rate of pedestrian and bicycle fatalities and injuries. The project will reduce the number of pedestrian injuries and fatalities by providing standard width (5.5 feet) sidewalk, standard access ramps at street intersections, pedestrian by-passes around driveway approaches, and standard curb and gutter along the entire length on the west side. The entire path will be ADA compliant. This will remove, pedestrians, including school children, the disabled, and those pushing strollers, on a separate path from motor vehicles. The project will reduce the number of bicycle injuries and fatalities by providing standard width (5 feet from face of curb) bike lanes, legends and signs on both sides of the project. This will separate bicycles from motor vehicles and increase the awareness of drivers to bicycles. 4. Describe the community-based public participation process that culminated in the project proposal. This project is identified in the City’s Non-Motorized Transportation Plan, dated 2010, which had a community outreach and public hearing process before it was adopted. A five-year plan for installing bikeways (shown in “Planned Bikeways” exhibit) included this project and was presented to City Council on November 17, 2015. 5. Describe the health issues in the project area and how the project will address each of them. Provide local health data and sources, and collaborative efforts with health agencies where possible. Using the Our Community Vital Signs 2013 Data Report for San Bernardino County, Victorville can be compared to the County and State-wide statistics. See the table below for comparisons of asthma, diabetes and obesity or in children in the 5th, 7th and 9th grades. These statistics are from 2010. Victorville has notably higher incidence rate in asthma and a very high diabetes rate compared to the County and the State. The child obesity percentage for children is slightly higher than the County and State averages. The obesity percentage for adults in Victorville was not available from this report.
