Art3_Omnitrans_FY15_Transit_21stops_ScopeExtRqst_200629_Omni_VOIDJune 29, 2020 Josh Lee, Chief of Planning San Bernardino County Transportation Authority 1170 W. 3rd Street, 2nd Floor San Bernardino, CA 92410 Subject: Omnitrans Article 3 Transit Stop Access Improvement Program – 2016 and 2017 Awards Dear Josh, In 2016, SBCTA awarded Omnitrans $264,482 of TDA Article 3 Transit Stop Access Improvement Program funds for improvements at 21 locations. Improvements at three locations have been completed through pass- through agreements with the City of Ontario and the City of Redlands, for a total of $41,135, at the locations of Vineyard at 5th and Euclid at H in Ontario and Barton at Terracina in Redlands. (The funds for Barton at Terracina were used at different locations in Redlands, as approved through a letter from SBCTA dated November 21, 2019.) Funds for four locations that are not going to be completed, in the amount of $55,804, were rescinded by SBCTA per a letter from SBCTA dated November 28, 2018. $273,351 $45,803 Really 4 completed since Barton at Terracina was swapped out for Alabama at Storage & Citrus east of Grove 5/29/19 In 2017, SBCTA awarded Omnitrans another $216,000 of TDA Article 3 funds for ADA bus stop improvements at 12 locations. Of these 12 locations, the only one that has been completed is the $20,000 that went toward the premium shelter purchased at Barton at Town Square in Grand Terrace. Omnitrans has also determined not to proceed with development of improvements at the Riverside at Vineyard location in Ontario, which was awarded $14,500.00 of Article 3 funds. This bus stop location has been identified for service elimination with the routing changes planned for September 2020. Omnitrans has already spent $7,806.70 on design of this location, so $6,693.30 remains unspent, as detailed in the table in Attachment A. Design has been completed and plans have been approved by all jurisdictions for the remaining 14 locations awarded funds in 2016. Final design and plan review are underway for the remaining 10 locations awarded funds in 2017. Unfortunately, design costs and anticipated construction costs have far exceeded the amount originally included in the grants for each of these locations, so Omnitrans does not have adequate funds remaining to complete the construction. As has been discussed with SBCTA staff, Omnitrans’ available formula funds are largely Federal funds that come with stringent requirements for continuing Federal control, which make it very difficult to use these funds toward the construction of these projects. Omnitrans does not have local funds available to complete the construction of these projects. Therefore, I humbly request that SBCTA allow Omnitrans to use all available funds from our 2016 and 2017 TDA Article 3 allocation, including the Riverside at Vineyard location at which improvements will not go forward, in order to complete the construction of a reduced number of locations. More detail is shown in the table in Attachment A. Omnitrans has made every feasible effort to complete these projects in a cost-effective way and has already expended the majority of the funds in the design of these projects. So Omnitrans proposes using the remaining funds available to go forward with construction of a limited number of locations in a Phase 1 construction package to make much-needed ADA improvements at these locations. When funding becomes available in the future, Omnitrans will construct the remaining locations in a future construction package. Also, in the letter from SBCTA dated February 14, 2019, SBCTA had approved a time extension until December 31, 2020 to complete all bus stop improvements funded by 2017 Article 3 funds. We humbly request another time extension to complete expenditure of these funds by December 31, 2021. (The completion deadline for the 2016-funded locations is already December 31, 2021, per the letter from SBCTA dated November 21, 2019). Pending plan approvals from all jurisdictions for the 2017 Article-funded locations, we will plan to release an Invitation for Bids for construction of both the 2016 and 2017 Article 3-funded locations in fall 2020 and start construction in spring 2021, with completion and closeout by the end of calendar year 2021.
