Subject: Omnitrans Article 3 Transit Stop Access Program –
Request for Extension of 2016 Funds
Dear Cameron,
In your letter dated April 6, 2016, SBCTA awarded Article 3 Transit Stop Access Program funds to
Omnitrans for 21 bus stop locations. The projects were to be completed by December 31, 2018.
Improvements at two of the locations were completed by the City of Ontario through a pass-
through of the grant funds from Omnitrans to the City.
This letter has two purposes: to request an extension of one year to complete the remaining
projects by December 31, 2019; and to inform you that Omnitrans will not be going forward with
completing improvements at five of the remaining 19 locations.
Omnitrans no longer plans to use the Article 3 grant funds awarded for the following locations, for
the following reasons:
Ramona at Brooks (bus stop 7257), City of Montclair – adequate right-of-way is not
available to widen the boarding area beyond its current width.
Barton at Terracina (bus stop 7011), City of Redlands – improvements at this location were
already completed by the City of Redlands with other funds.
Brookside at San Mateo (bus stop 6955), City of Redlands – improvements at this location
were already completed by the City of Redlands with other funds.
Baseline at Pepper (bus stop 6290), City of Rialto – improvements at this location were
already completed by a private property developer.
San Bernardino at Calabash (bus stop 5883), County of San Bernardino – due to lack of ADA
pathway from bus stop to intersection and across intersection and lack of connecting
sidewalk, it is not possible to create an ADA-compliant condition with the limited amount of
funds available through this grant.
Omnitrans is currently working on completing design of the remaining 14 locations. The plans are
near completion for all 14 locations, and will be submitted within the next few weeks to the six
jurisdictions for plan review and approval (City of Colton, City of Loma Linda, City of Montclair, City
of Rialto, City of San Bernardino, and County of San Bernardino). We hope to put the plans out to
bid for construction in March 2019 and complete construction in the fall of 2019. Thereby, we
request an extension of the completion deadline to December 31, 2019.
The reason the design has taken longer than anticipated is because the two locations at Barton and
Waterman have been particularly challenging to design, as the entire intersection is noncompliant
with ADA and is located in three jurisdictions – the City of San Bernardino, the City of Colton, and
the City of Loma Linda. Omnitrans and our designer have consulted with all three jurisdictions to
find the best solution to provide an accessible bus stop on each side of the street as well as an
accessible pathway from each bus stop to the intersection. These are challenging projects that are
taking more time than anticipated, but we are confident that we can complete them in order to
achieve ADA compliance and provide a safe, accessible pathway for transit passengers, pedestrians,
and users of mobility devices.
