Request
Dear Ms. Jaiswal:
This letter serves as a response to Omnitrans’ June 29, 2020 request to use the combined remaining
available funds from TDA Article 3 allocations originally awarded $273,351 in 2015/16 for 21 bus stop
improvements and $216,000 awarded in 2017/18 for an additional 12 sites to complete construction on
a reduced number of locations. Unfortunately, the reduced scope requested deviates too drastically
from Omnitrans’ competitive grant application. However, if Omnitrans could come up with another
$31,841.29 (see table below, amount derived from Omnitrans’ estimates in letter dated 6/29/20
Attachment A), SBCTA would be able to approve a scope change that removes the construction
component of the 2015/16 and 2017/18 Phase 2 projects and adds the construction component of the
2017/18 Phase 1 projects to the 2015/16 Award. Combined with the $191,497.55 Omnitrans has
available for construction, Omnitrans should be able to cover the $237,485 needed to complete
construction on Phase 1 projects. The completion deadline for the revised 2015/16 Award would remain
12/31/21 per Cameron’s letter on 5/8/19.
SBCTA would then rescind remaining 2017/18 Award balance after final invoicing for design costs.
Omnitrans could reapply for the estimated $213,794 to complete construction of the Phase 2 projects
through the next call for projects process. Following is a summary of the suggested scope changes and a
complete project list for both awards highlighting the projects that would be impacted by this proposed
scope change.

We expect there are expenses that Omntrans has incurred but not yet invoiced. For your records, the
remaining balance for the 2015/16 (S-1606-36) Award, as of your last invoice covering 3/2020-4/2020, is
$80,670.24 and the remaining balance for the 2017/18 Award (L18-OMN-19), as of the last invoice
received covering 4/2020-5/2020 is $53,300.

program. Please take a moment to make sure it is consistent with your records and let me know if
anything appears to be amiss.

• Letter effectively adjusted the award to $227,548 for improvements at 21 sites
