Dear Ms. Schindler,
During the permitting process with California Department of Fish and Wildlife for the
subject project, the Incidental Take Permit identified environmental mitigation cost
of $6.4 million due to the presence of SBKR habitat along Orange Street within the
cities of Highland and Redlands. While the City of Highland tried to move this project
forward toward, the City of Redlands indicated they could not cover their proportional
share of the environmental cost. Because of this financial constraint by the City of
Redlands, it was agreed by both agencies at that time that the project would not
proceed with construction.
However, it has recently come to our attention that the City of Redlands seeks to
take over the portion of the project in their jurisdiction to advertise for construction
bids in the next couple of months. To avoid the loss of ATP funds, in the amount of
$3,635,575, the City of Highland supports the efforts by the City of Redlands. This
letter serves. as Highland's willingness to assign that portion of the project to the City
of Redlands for use of the ATP funds during construction.
