Dear Mr. Brown:
The City of Rialto is requesting an extension for the Etiwanda Corridor project funding
allocations TDA Article 3 fund until 2021. The City is in the process of completing the
construction documents; including plans, specification and estimates (PS&E). The
construction documents are approximately 85% complete.
The project has been through an extensive outreach and acceptance process to ensure
community support for the project and to complete the environmental review. The
nature of the project required a thorough review by various City departments as well as
the City's Economic Development Committee. In the September/October of 2017, the
City conducted two community meetings nearby schools to solicit community input prior
to advertising the Request for Proposals to select a qualified consultant to prepare the
construction documents (PS&E). Additional time was required to complete the
consultant selection process following the recently adopted Caltrans Local Assistance
Procedure Manual, Chapter 10 requirements and to obtain consultant acceptance
approval by Caltrans Headquarters pursuant to Local Assistance Form 10C. The City
experienced additional time delay in obtaining Caltrans authorization to proceed with the
Preliminary Engineering (PS&E) phase of the project prior to initiation of final design
and preparation of construction documents.
