Subject: Omnitrans Article 3 Transit Stop Access Program 2013 funds –
Request for Extension of Funds
Dear Mr. Byrne,
In 2013, SANBAG awarded TDA Article 3 Transit Stop Access Program funds to Omnitrans for
accessibility improvements at 46 bus stops located in five jurisdictions. I would like to submit a
two-part request:
1. To extend the funding deadline from June 30, 2016 to December 31, 2017.
2. To shift some of the allocated funds from locations where less funding is needed than
originally anticipated, to a location where more funding is needed than originally
anticipated, within the City of Ontario.
Extend funding expenditure deadline
The City of San Bernardino and the City of Ontario are both managing the design and
construction of the improvement projects within their jurisdictions. These are both anticipated to
be completed (constructed) in July 2016, just missing the June 30, 2016 expenditure deadline.
The remaining improvement projects (in the City of Colton, City of Rialto, and County of San
Bernardino) will be designed and constructed by Omnitrans. Unfortunately, because Omnitrans
does not have in-house engineering services, there was a delay in the projects while Omnitrans
hired an on-call engineering firm that could design the improvement projects. By the time the
on-call firm was hired (April 2015), Omnitrans’ matching funds that were committed to these
projects were put on hold by the Federal Transit Administration due to factors beyond
Omnitrans’ control. Then Omnitrans’ project manager was also out on leave for 15 weeks; and
due to this sequence of events, the projects have been delayed far beyond the original June 30,
2016 expenditure deadline and are expected to be completed by December 31, 2017.
Shift allocated funds
Within the City of Ontario, the final bids for five of the locations (see table below) came in lower
than the award amount. However, at the Milliken and Jurupa location, the cost is higher than the
grant award because the City’s engineering staff has identified conditions that were not identified
by Omnitrans staff at the time the grant application was put together. Due to the grade of the
parkway, retaining curb will be required along the entire length of new sidewalk and at the
corner, and two new curb ramps will be needed at the intersection.
Thus, Omnitrans would like to request to shift the unused funds from the five locations to the
Milliken at Jurupa location, as shown in the table below.
