The City of Yucaipa is submitting two TDA Article 3 Applications under the Bicycle
and Pedestrian Facilities category. This is the order of funding preference:
1. Yucaipa Historic Uptown Pedestrian/Bicycle Improvements
2. California Street Pedestrian/Bicycle Improvements

PROJECT DESCRIPTION: The proposed project consists of pedestrianlbicycle facility
improvements. Bicycle improvements consist of 1.1 miles of Class 11 bicycle lane improvements on
the north and south sides of Yucaipa Boulevard between 3rd Street and 5i1' Street, improved
pavement markings, and way-finding signage for cyclists and pedestrians connecting to existing Class
II bikeways on Yucaipa Boulevard and 5th Street, as well as future Class II bikeway improvements
adjacent to the proposed project limits.
Pedestrian improvements consist of curb, gutter sidewalk and drive approaches,ADA access ramps
and removal of handicap access barriers on the north and south sides of Yucaipa Boulevard between
3rd Street and 5th Street.

PLEASE PROVIDE DATA TO SUPPORT THE POTENTIAL USE OF THE BICYCLE OR
SIDEWALK FACILITY PROPOSED IN THIS APPLICATION:
The adopted San Bernardino County Non-Motorized Transportation Plan (American Community Su
2006-2009) accounts for 17,035 total commute trips within the City of Yucaipa,with 0.23% using bicy
Since then, the City of Yucaipa has added an estimated 3.4 additional miles of Class 11 facilities connee
direct bicycle links to the existing transit network.
Bicycle Facility: Documented in the San Bernardino County Non-Motorized Transportation Plan, the
City of Yucaipa has identified Yucaipa Boulevard from 5th Street to Bryant Street as Priority
Improvement Class II Bicycle Lanes.
This proposal seeks funding to create the bicycle lane segments between 3rd Street and 5th Street,
improving access and encouraging usage to the newly constructed Yucaipa Historic Uptown.
Improvements will facilitate a beneficial link to Class lI bikeway improvements (TDA Article 3 grant
awarded to the City of Yucaipa entitled, "5th Street Improvements, Yucaipa Boulevard to Avenue E")
the amount of$325,174. This proposal is currently in the design process, enhancing potential for
bicyclists to connect fully to the Regional Yucaipa Transit Center, the Park and Ride, Yucaipa Civic
Center offices, library, police station, and shopping opportunities. It will also provide a link to existing
bikeways leading to a large master planned community, numerous commercial/retail centers, schools,
Yucaipa Regional Park, Crafton Hills Conservancy Trail System and the Community Center.
A 24-hourTraffic Count Summary prepared for the City of Yucaipa 2010 CMP Monitoring Study
conducted in February 2010 reported that Yucaipa Boulevard between 3rd and 4th Streets has an
Average Daily Traffic Count of 1 t,1$6 in the eastbound direction and 10,511 westbound.
Pedestrian Facility: Curb, gutter sidewalk and driveway approach improvements, removal of
handicapped access barriers, and ADA improvements will fulfill the objective of making Yucaipa's
Historic Uptown pedestrian-oriented for all users. Many of Yucaipa's community events now occur i
Historic Uptown area, beginning at 2"`t Street. As the size of community events continues to increase,
there is a consistently larger demand for pedestrian access from more available public parking areas.
many as 10,000 people attended last year's First Annual Music and Arts Festival, and this year's
Festival,with greater participants and events, accentuates the need for increased and safer pedestrian
access from remote parking areas. The Annual Music and Arts Festival also initiate the beginning of
summer-long Friday evening Market Night. Revitalization of the Historic Uptown has encouraged ne
shopping opportunities,with extended pedestrian use, by as much as 25% in the first year.

PLEASE DESCRIBE HOW THE PROJECT IS SITUATED WITHIN THE REGIONAL SYSTEM:
Yucaipa is located in the eastern portion of the San Bernardino Valley area, at the foot of the San
Bernardino Mountains, between the Cities of Redlands and Calimesa. The City is bounded on the
northwest by the Crafton Hills, on the south by the City of Calimesa (in Riverside County) and on the
north and east by mountainous terrain in unincorporated areas of San Bernardino County. The eurre
population is 51,056,with a projected population of 56,529 by the year 2015. Growth has steadily
increased from 35,000 residents in 1995 to 51,056 residents in 2010.
Yucaipa Boulevard is a major arterial street, and part of the Historic Uptown corridor between 2"d
Street and Bryant Street. Following a $10 million dollar revitalization, including the fully occupied
45-unit senior living facility, this segment of Yucaipa Boulevard represents a significant community of
to encourage a pedestrian and bicycle-oriented shopping district.
PLEASE OUTLINE THE DESTINATIONS SERVED BY THIS PROJECT:
Since the San Bernardino County Non-Motorized Transportation Plan was first prepared in 2001, the
of Yucaipa has constructed 2.1 miles of CIass 1 and 13.9 miles of Class H facilities at a rate of 2.01 mil
per year. These links have resulted in an intricate network of multi-use trails, bicycle paths and
equestrian trails cumulatively resulting in more than 26 miles of multi-modal capabilities.
Existing improvements link the Park and Ride lot adjacent to Yucaipa Boulevard at the I-101Yucaipa
Blvd.westbound off-ramp, Yucaipa Transit Center,Yucaipa Regional Park, the City of Yucaipa Civic
Center offices, the Yucaipa Library,the existing Yucaipa Police Station and the new Yucaipa Police
Station (currently under construction adjacent to Civic Center offices and Regional Transit Center), a
major shopping center and close by shopping opportunities. Other existing links include a large
Master-planned residential community, numerous commercial/retail centers, several elementary scho
two middle schools, and the Yucaipa Community Center. Bicycle lane improvements on Yucaipa
Boulevard between 5"' Street and 3rd Street will help to link the Yucaipa Historic Uptown destination
with professional offices, shopping and restaurant opportunities, as well as overall connectivity with th
City of Yucaipa's adopted Master Plan of Multi-use Trails and Bike Paths. Providing additional
Class II bicycle lanes on Yucaipa Boulevard will help future links to Bryant Street, enabling cyclists to
with the Class H bicycle lanes on Bryant Street, and north to SR 38.
Removal of handicapped access barriers on Yucaipa Boulevard between 3r`' and 5"' Streets will impro
pedestrian-oriented functionality throughout the Historic Uptown shopping area, improve pedestrian
access to local businesses and public parking, and provide pedestrian access leading to regional transi
facilities, existing and proposed.
DESCRIBE HOW THIS PROJECT IMPROVES THE SAFETY OF CYCLISTS AND/OR
PEDESTRIANS USING THE CORRIDOR:
The Yucaipa Boulevard Corridor between the Interstate 10 Freeway and the Yucaipa Boulevard off-r,
continues to be a highly traveled route. In addition to Interstate 10 access, cyclists are also able to ace(
Yucaipa Boulevard, from the Interstate 10 Freeway at both the Yucaipa Boulevard and the Oak Glen
Road Off-ramps,which are designated primary route bicycle paths.

On Yucaipa Boulevard, Class I1 bicycle lane improvements have already been constructed between
15th Street and 5th Street. Future bicycle lane improvements are planned and partially funded on
Yucaipa Blvd. between the 1-10 Freeway/Yucaipa Boulevard interchange and 15th Street. The Oak
Glen Road interchange leading to Yucaipa Boulevard is also a designated primary route bicycle path,
at the intersection of Yucaipa Boulevard and Oak Glen Road because the City of Yucaipa's only Class
Bicycle Lane. Cyclists depend on continuous safe access on Yucaipa Boulevard.
Freeway access improvements, including the 2009 construction of the Interstate 10/Live oak Canyon
Interchange, have 'increased traffic that now continues to the Yucaipa Historic Uptown.
The existing Class 11 bicycle lanes on Yucaipa Boulevard terminate at 5°i Street,where SWITRS data
indicates the highest incidence of traffic collisions in the City of Yucaipa. Four(4)vehicle vs. bicycle
injury accidents have occurred at this intersection in years 2005,2006, and 2010. A total of ten (10)
vehicles vs. bicycle accidents have occurred on Yucaipa Boulevard, between 2005-2010 between 2"d St
and 5th Street.
Adding Class 11 bicycle lanes between 5th Street eastward to 3rd Street will provide a safe and
consistent transition on Yucaipa Boulevard, crossing 5th Street, removing safety illusions on the part
of both cyclists and motorists. This segment will have the capability to improve the safety of cyclists
from 14th Street and Yucaipa Boulevard to Historic Uptown without interruption.
Curb, gutter and sidewakc infiti, driveway improvements, and ADA ramps will provide a safer
community access for these multi-modal forms of travel and connectivity that can be increased by
closing gaps in the system and providing connections to key destinations in the community.
EXPLAIN THE MULTIMODAL OR TRANSIT SYSTEM CONNECTIVITY PROVIDED BY
THIS PROJECT:
The City of Yucaipa is recognized as a community that supports multi-modal and transit system
connectivity.
The City's adopted Master Plan of Multi-use Trails and Bicycle Paths interconnects not only the entir
27.8 square miles of the community, but through Yucaipa's Transit Center is capable of providing
connectivity to regional multi-modal systems, which will soon include an sBx connection in San
Bernardino via the Veteran's Hospital in Loma Linda.
The bicycle lane improvements will present an opportunity for cyclists to access Yucaipa's public facil
parks, schools, recreational facilities, shopping and personal travel with ease of access.
The sidewalk improvements will enable pedestrians to access greater areas of Historic Uptown by
removing handicap barriers and improving connectivity to parking and transit opportunities.

ESTABLISH THE LEVEL OF THE PROJECT'S READINESS-.
The City of Yucaipa is ready to proceed immediately with this proposal. The project is CEQA-exempt
and subject to filing of a Notice of Determination.
HAS THE AGENCY DELIVERED PAST PROJECTS ON SCHEDULE? IF YES,WHAT STEPS
WILL BE TAKEN TO ENSURE SIMILAR RESULTS. IF NO, WHAT STEPS WILL BE TAKEN
TO PREVENT A SIMILAR OCCURRENCE.
The City of Yucaipa has had successful applications for many state and federal safety grant programs
including the Safe Routes to School programs, the Bicycle Transportation Act (BTA), and past TDA
grants. These include transit stops and bicycle and pedestrian facilities projects over the past several
,years. All projects have been completed timely. The most recent project, on Yucaipa Boulevard betty
1P and 14th Streets, required and was granted a short time extension to address a right-of-way issue;
however, the project was completed prior to the expiration of the time extension and is currently in us
Yucaipa's most recent TDA grant (51" Street Improvements,Yucaipa Blvd. to Avenue E) is in the desi
phase.

A RESOLUTION OF TIME CITY COUNCIL OF THE CITY OF YUCAIPA,
CALIFORNIA, ADOPTING THE SAN BERNARDINO COUNTY NON-
MOTORIZED TRANSPORTATION PLAN (2011 UPDATE) AND
AUTHORISING THE CITY MANAGER TO CERTIFY THE CITY WILL
PROVIDE LOCAL MATCH FUNDS FOR BICYCLE TRANSPORTATION
ACCOUNT GRANT APPLICATIONS
WHEREAS, San Bernardino Associated Governments (SANBAG) has prepared a
county-wide Non-Motorized Transportation Plan dated March 2011; and
WHEREAS, SANBAG, acting as a regional transportation planning agency, is adopting
the Non-Motorized Transportation Plan for purposes of establishing local junsdiction eligibility
for Caltrans' Bicycle Transportation Account(BTA)Grant funds; and
WHEREAS, the county-wide Non-Motorized Transportation Plan is compliant with the
Streets and Highway Code Section 891.2 and the Regional Transportation flan(RTP); and

WHEREAS, the county-wide Non-Motorized Transportation Plan contains sections that
address cycling and walking issues and needs in the City of Yucaipa;
NOW, THEREFORE, be it resolved, determined, and ordered by the City Council of the
City of Yucaipa that:
SECTION 1. It has reviewed and considered the information Contained in the San
Bernardino County Non-Motorized Transportation Plan (2011 Update) and now approves ibis
Plan.
SECTION 2. The City Manger is hereby authorized to certify that the City will provide
the local match funds for the Bicycle Transportation Account Grant application submittals.
