Permit Activity: Construct,operate,and maintain Prase III of the City's Orange Blossom trail,which
will consist of flinch AC pavement for multi-use, as well as a single DG segment
for pedestrian use immediately west of Tennessee Street, and which will also
include a rest area with concrete benches, a table, waste receptacles and
landscape boulders. Also included is decorative concrete paving,a 6-inch concrete
curb, a 24-inch HDPE side drain connection,and PVC fencing to be maintained by
the City.

Locations: 1) Between Bryn Mawr Avenue and California Street,and
2) between Alabama Street and Tennessee Street

This letter supersedes the District's letter dated June 26, 2017. The figures listed on Page 3 of
this letter have been revised.
The District has reviewed your latest submittal and offers the following comments:
1. East of Bryn Mawr Avenue, there is an existing CMP drain into Mission Channel that the City is
proposing to remove a portion of and install an HDPE inlet and drain pipe connection. All side
drains within District right-of-way must be RCP with a minimum 24-inch diameter and 1350
D-Load.
2. Swale drainage disposition is unclear between Kansas Street and Tennessee Street. A RCP side
drain may be necessary within this reach.
3. Extend the setback to the gate and bollards shown on Entry Detail #5 on Sheet 12 of 17 an
additional 15 to 20 feet.
4. Please indicate on the plans why the last approximately 300 feet of trail up to Tennessee Street is
constructed of Decomposed Granite as opposed to asphalt concrete.

A resubmittal consisting of four sets of revised plans incorporating the above comments will be
required along with a PDF copy of your entire submittal. Failure to submit a cover letter could
result in the submittal being returned without District review.
In addition to the above, a recent audit of the District's records indicates that your initial review fee
deposit in the amount of $5,450 has been exhausted, and additional costs have been incurred by the
District during its review of this request. The District's current review costs associated with this request
total approximately$14,950, resulting in excess review costs in the amount of$9,500. In order to cover
the District's expenses necessary during its ongoing review of this project, you are requested to submit
the excess balance along with an additional review fee deposit of $1,500, for a total amount due of
$11,000 ($9,500 + $1,500). Please make your check payable to the San Bernardino County Flood
Control District, and reference the above noted permit and file numbers. Also, please fill in the
requested payment information on the attached invoice and return it along with the check to the
address shown on the invoice. At the completion of all permit activities, an additional accounting of
the District's costs will be conducted, and if the fees submitted are in excess of the fees
required, the District will prepare a refund of the excess fees submitted. Please be advised
additional review fees may also be required if the additional review deposit is expended during the
District's ongoing administration of this permit.

review fee deposit in the amount of$5,450 will be required for this review; please make your check
payable to San Bernardino County Flood Control District and reference the above noted permit and
file numbers. Also, please fill in the requested payment information on the attached invoice and return
it along with the check to the address shown on the invoice. Attached for your use is the District's
Permit Fee Schedule No. FCD 16-01. Pease be advised that if the cost of the District review is
less than the deposit amount, the District will issue a refund for the difference. However, if the
cost of the review exceeds the deposit amount, the Permittee shall be responsible for the
difference.
