These pedestrian links would provide much needed pedestrian access in the Town's core commercial and governmental service area. This project would also close a key pedestrian gap between the Civic Center and Yucca Valley High School. Currently students walking to the Civic Center from the high school are without sidewalks, cutting through private and commercial property as they access the after-school resorirces available at the Civic Center campus. The commercial core area includes the Yucca Valley Civic Center consisting of Town Hall, the Yucca Valley Branch Library, the Yucca Valley Senior Center, the Hi Desert Nature Museum, and the Community Services/Recreation facilities, including one of only three turfed sports fields that serve Town and County residents within a 25 mile radius. The corrifnercial core also includes the Desert Hills Plaza, a commercial shopping center which includes a Food 4 Less grocery store and ancillary smaller commercial establishments, along with a number of family style restaurants that front SR-62. Approximately 1,800 children per week use the soccer fields, library, and museum in the summer months. Assuming that 40%of those users access the complex by bus, bicycle or walking, approximately 720 children per week (100 per day) during the summer months would be benefited by installation of the proposed sidewalks. These numbers would be increased by including those people also accessing the Yucca Valley Civic Center as well as the Senior Center located at the Town Hall complex and also including the 3,800 adults that access the site during summer months for softball, concerts and other activities. Pedestrian traffic along Antelope Trail to the Desert Hills Plaza is estimated at 150 to 250 individuals daily. �l 201 1 Arlicle3Ca11[3 ike-rPS 50211000 1 PLEASE DESCRIBE HOW THE PROJECT IS SITUATED WITHIN THE REGIONAL SYSTEM: The Pedestrian Access Improvement Project is located in the central business core within the Town of Yucca Valley. This core area includes the Yucca Valley Civic Center facilities of Town Hall, the Yucca Valley Branch Library, the Yucca Valley Senior Center, the Hi Desert Nature Museum, and the Community Services/Recreation facilities. The Project is also located adjacent to the Desert dills Plaza, a commercial center immediately east of the Yucca Valley Community Center. The Desert Hills PIaza draws hundreds of pedestrians weekly as the Plaza contains a Food 4 Less grocery store as well as ancillary smaller commercial businesses. The project will enhance pedestrian access to MBTA bus stops and thereby connections to the Park and Ride and to points in the lower desert, including the Patens Springs Airport, Bus Facilities, etc. Through these the Town is connected to the regional highway network and to air transportation. Combined with two other Town projects nearing construction pleases, this project will complete pedestrian sidewalk linkages on SR 62, between SR 247 and Kickapoo Trail, and will therefore complete safe access improvements for pedestrians along 2.5 miles of SR 62 and completing pedestrian linkages with MBTA bus stops between SR 247 and the Yucca Valley Park and Ride at Kickapoo and SR 62. Such special events include: Summer Concert Series (1000-1500 visitors at each of 8 concerts), Grubstakes Day (3000 visitors), Earth Day (2000 visitors). The recreational fields support 800 soccer players while the softball field supports an expanding adult sports offering. High Desert Nature Museum -- For more than 4.0 years the {,*,,.�:•,;, Hi-Desert Nature Museum EhCElif[t5 has been dedicated to helpingou, the citizens of the Morongo Ash (.jii , r ~•,�:,�. Basin and Nigh Desert discover "with new eyes" the rich cultural heritage and " . «. natural history of this area. ��' Generations of school children, students, and museum visitors (30,000 " ' . annual visitors) have relied on the museum to inform, inspire, interpret, and ' :._,,, �, •�.b�1,.�•• entertain, Senior Center: The Yucca Valley Senior Center is home to the Nutrition for Seniors Program where nutritious - lunches are served Monday through Friday. The program is operated by San Bernardino County's Community Action Partnership, which also organizes the Meals on Wheels program in the local area. Tile Senior Center is also the site of a Tuesday afternoon smoke-free bingo session and a variety of other senior activities and services Yucca Valley Branch Library The San Bernardino County Library is the community's resource for access to information to promote knowledge, education, lifelong;learning, leisure and cultural enrichment for the people of the County of San Bernardino. This 8,700 sq-ft facility serves as a resource for the entire Morongo Basin, enjoying over 50,000 annual visits from the community. 2011 Ariide3C'all[3ikc-rpg 5021I000 DESCRIBE HOW THIS PROJECT IMPROVE THE SAFETY OF CYCLISTS AND/OR PEDESTRIANS USING THE CORRIDOR: There have been 9 accidents in the previous 5 years involving pedestrians along this segment of SR 62 that Could have been prevented if a pedestrian sidewalk had been available. These accidents include six pedestrian accidents and three bicycle accidents. Without sidewalks along SR 62, pedestrians must either walk on the highway or on the unimproved dirt shoulder adjacent to the SR 62. Walking in the travel lanes creates the opportunity for pedestrian/vehicle conflicts. For a large portion of the corridor there exist private property improvements including landscaping and utility company power poles along tine highway frontage which causes pedestrians to either dodge the impediments or walk in/adjacent to the travel lanes of SR 62. Providing the sidewalks will eliminate potential conflicts and provide safe routes for pedestrians. EXPLAIN THE MULTIMODAL OR TRANSIT SYSTEM CONNECTIVITY PROVIDED BY THIS PROJECT: The proposed sidewalk project Iinks an existing Morongo Basin Transit Authority(MBTA) Bus Stop on the north side of SR 62, east of Dumosa Avenue, to the SR fit commercial corridor between SR 247 and Sage Avenue. Tine project will also provide pedestrian linkages from SR 62 to the Yucca Valley Civic Center, including the CMBTA Bus Stop at the Yucca Valley Senior Center. The project will also connect the Yucca Valley Civic Center to the Desert hills Plaza, the commercial center located east of the Yucca Valley Civic Center, providing a safe route for pedestrians to access the commercial center. There are currently two MBTA bus stops that service the Town Hall complex. The first stop is approximately 200 feet east of Dumosa Avenue on SR 62 and the other stop are approximately 100 feet west of Sage Avenue on SR 62. Presently anyone riding the bus exits the bus at either of these stops and then must travel at least a majority of the distance to the Yucca Valley Community Center on dirt paths. Installation of the sidewalks will eliminate the need to walk on dirt to access the site. The Town is also delivering other federally funded projects at the current time, including the Public Lands Highways Discretionary (PLHD) Funds project on SR 62 between Apache and Palm. The PLHD project includes sidewalks, raised median islands, curb, gutters, sidewalks, street lighting. NOW, THEREFORE, THE TOWN COUNCIL OF THE TOWN OF YUCCA VALLEY RESOLVES AS FOLLOWS. Section 1: The Town Council authorizes the Town Manager to submit all necessary applications and materials to San Bernardino Associated Governments for the TDA Pedestrian and Bicycle Facilities call for projects.
