Happy to help. I don’t see any Board item showing Yucaipa’s extension request for this project being approved.
As Ginger indicated, the project’s expiration date was 12/31/22. If Yucaipa can provide proof that they have submitted an extension request asking for an extension beyond the 12/31/22

This is no longer an extension request but an appeal to our Board to make an exception to the program policy.

The funding for the FY19/20 project expired on 12/31/2022. If the project was completed as scoped by that day, SBCTA will happily reimburse the City for the work using the TDA Article
3 award. However, it is my understanding that the City has not yet started the project due to it being tied to a larger project that has not yet begun, that a contractor has not yet
been selected (a minimum requirement by the deadline to qualify for an extension), and that the funding is no longer sufficient to complete the project as originally scoped. Please
correct me if I misunderstood and this is not the case.
Because these are competitive funds, SBCTA staff does not support scope reductions as the reduced project likely would not have scored as highly, meaning a project that was not awarded
may have received funding and been completed on time had the project that failed to progress been more accurately represented in the application.
That said, the City can appeal for an exception by submitting a letter requesting consideration for a scope change and extension. If the letter demonstrates that the City has a solid
game plan for completing the project somewhat close to what was originally planned within a reasonable timeframe, SBCTA staff will take the request to the SBCTA Board for their consideration.

Thanks for reaching out, I’ve been meaning to email you. The evaluation team met that day so there was no time for additional clarifications. Unfortunately, the application did not
score well enough to make the funding recommendation list for FY23/24 awards. Aside from it being confusing, it appeared to be very expensive. We break applications out on a per mile
basis to get a feel for how projects stack up, and at $837K for 500 feet or 0.1 miles, or $8.37million/mile, it was a lot for a scope that was not entirely clear (see #3 below).
I’ll be on medical leave for roughly 6 weeks starting on 8/15 and I will not have time to draft a recession letter for the FY19/20 award before then. This will buy you a little time
if you want to try to put together a detailed scope change request letter with budget and timeline. I can’t guarantee it will be approved, but it’s a shot. Or, better yet, you can let
the FY19/20 award go and try again in two yearsJ Hopefully, we can hold a workshop before the next call-for-projects and/or provide a sample application to help Yucaipa be more successful,
next time.

b. If the application does not include mainline widening for vehicle use, is that being done through a separate funding source that is already secured?
