Art3_Chino_2023_Active Project Status - 230613 No ResponseDear Mr. Jakher, On May 3, 2023, the San Bernardino County Transportation Authority (SBCTA) Board of Directors approved policy updates aimed at ensuring projects award Transportation Development Act (TDA) Article 3 funds are delivered in a timely manner consistent with award terms. Towards this end, recipients of TDA Article 3 funds are now required to provide annual updates. Additionally, per the updated guidelines which applies to all active awards: “In order to ensure TDA Article 3 funding is kept moving, award funds will be rescinded if no progress has been made within one year of award notification or if a construction contract has not yet been awarded within three years of award notification. Applicants are welcome to reapply for future funding.” The City of Chino currently has three active awards. One will be rescinded and information is needed by June 23rd for the other two. Please see below for the specifics. 1. FY 2013/2014 Transit Stop Access, $127,648 for the Riverside Drive Sidewalk Rehabilitation Project (originally Central Ave Sidewalk Improvements Project): Attached is a letter rescinding funding for this project which expired on December 31, 2021 after being provided a scope change and over 5-years of extensions beyond the original 3-year deadline. 2. FY 2017/2018 Bike/Ped Facilities for $353,081 ($81,408 dispersed to-date): a. I was not involved with this program when this project was awarded however, I have a question regarding the City’s application (attached for your reference). The City states that “The project proposes to construct a total of 8.5 miles of Class 1 Shared Use Path Bicycle routes along with 119 pedestrian facilities…”. This was repeated in the online application form as well. Yet, when I looked deeper into the application, it looks like the City is actually proposing to install “Bicycle Boulevards” which “are essentially Class 3 route facilities” according to the City’s 2016 Bike Plan. Can you please explain the contradiction? b. Please provide: i. A copy of the contract executed to complete this project, ii. A brief summary of the project status including an estimate of expenses to-date, and iii. Confirmation that this project will be completed by the 12/31/2023 deadline. 3. FY 2017/2018 Transit Access Sidewalk Retrofitting for $87,000: Please provide: a. A copy of the contract executed to complete this project, b. A brief summary of the project status including an estimate of expenses to-date, and c. Confirmation that this project will be completed by the 12/31/2023 deadline.
