Art3_BigBear_FY19_BikePed_LakesideLoop_Rescind June 12, 2023 Erik Sund City Manager, City of Big Bear Lake Via email: esund@citybigbearlake.com Subject: Notification of Transportation Development Act (TDA) Article3 Award Rescission – FY 2019/20 Lakeside Loop Project Dear Mr. Sund: This letter serves as rescission notification of the City of Big Bear Lake’s TDA Article 3 fiscal year 2019/20 Bicycle/Pedestrian Facilities award in the amount of $200,000 for the Lakeside Loop Project. Funding for this project expired on December 31, 2022 and, according to City of Big Bear Lake staff, this project is no longer in the City’s construction plans. On May 3, 2023, the San Bernardino County Transportation Authority (SBCTA) Board of Directors approved policy updates that apply to all active awards aimed at ensuring projects are delivered in a timely manner consistent with award terms. “In order to ensure TDA Article 3 funding is kept moving, award funds will be rescinded if no progress has been made within one year of award notification or if a construction contract has not yet been awarded within three years of award notification. Applicants are welcome to reapply for future funding.” The City of Big Bear Lake has 30 days after receipt of this notification to appeal in writing to the SBCTA Deputy Executive Director, Carrie Schindler at cschindler@gosbcta.com. In order to successfully appeal this rescission, the City must be able to demonstrate progress by providing documentation of invoices paid, a copy of an executed contract for project construction, and a current project schedule.
