Art3_Chino_FY13_Transit_Central_7_Comm_Rescind Notice_230613June 13, 2023 Attn: Amer Jakher, Director of Public Works City of Chino 13220 Central Ave Chino, CA 91710 Subject: Notification of Transportation Development Act (TDA) Article3 Award Rescission – FY 2013/14 Riverside Drive Sidewalk Rehabilitation Project (formerly Central Ave Sidewalk Project) Dear Mr. Jakher: This letter serves as notification of rescission of the City of Chino’s TDA Article 3 fiscal year 2013/2014 Transit Stop Access award in the amount of $127,648 for the Riverside Drive Sidewalk Rehabilitation Project (formerly Central Ave Sidewalk Improvements Project). Funding for this project expired on December 31, 2021 after being provided a scope change and over 5-years of extensions beyond the original 3-year deadline. On May 3, 2023, the San Bernardino County Transportation Authority (SBCTA) Board of Directors approved policy updates aimed at ensuring projects are delivered in a timely manner consistent with award terms. “In order to ensure TDA Article 3 funding is kept moving, award funds will be rescinded if no progress has been made within one year of award notification or if a construction contract has not yet been awarded within three years of award notification. Applicants are welcome to reapply for future funding.” The City of Chino has 30 days after receipt of this notification to appeal in writing to the SBCTA Deputy Executive Director, Carrie Schindler at cschindler@gosbcta.com. In order to successfully appeal this rescission, the City must be able to demonstrate progress by providing documentation of invoices paid, a copy of an executed contract for project construction, and a current project schedule.
